In 1983, when he was Home Secretary, Leon Brittan was handed a dossier by Tory MP Geoffrey Dickens which included details of a VIP paedophile ring.
The file of course – we now know – then mysteriously went missing after Brittan said he “handed it to his officials” at the Home Office.
So who would those officials be?
Well, Brittan has already confirmed that the official who was with him at the meeting when he was handed the dossier was his private secretary.
And who was Brittan’s private secretary at the time of the meeting?
Sir Brian Cubbon.
Sir Brian – although a former high ranking civil servant – has close links to MI5 and MI6.
In this document from 1999, Sir Brian is listed as a director of an MI6 front company called Hakluyt & Company.
And Sir Brian is also the official who was responsible for giving MI5 permission to tap the phones of leading CND activists in the 1980s.
And what is the relevance of the spooks involvement in the missing dossier?
Well, this is not the first time a VIP paedophile dossier has gone missing.
In the 1970s a special branch officer with Lancashire Police said a “thick” police dossier full of allegations from boys claiming they had been abused by Sir Cyril Smith went missing after an officer from MI5 told him it needed to be sent to MI5 headquarters in London.
It’s looking increasingly likely that VIP paedophiles – particularly those in Westminster – are being protected by MI5.
So don’t expect any arrests any time soon.

This is pretty much the kind of material that Lobster is built on. Back in the 1980s it also ran a piece on the Kincora Boys’ home, a residential home for troubled youngsters in Ulster, whose youngsters were being abused by the leading figures in the six counties. As for MI5 being a rubbish spy organisation, there is very strong evidence for that as well. Lobster reported that up until Thatcher, who made a point of reading their reports, MI5’s and MI6’s reports were considered so poor and untrustworthy that by and large British prime ministers didn’t read them. As for Leon Brittan, a search through Google shows that he also has been subject to the accusations that he is a paedophile.

Nice work Tom. One puzzling aspect is why Geoffrey Dickens handed the dossier to Leon Brittan, when there is a strong possibility that Brittan himself was named in the dossier? As an MP Dickens would have known that such things as this dossier are likely to be suppressed, so surely he would have put another copy somewhere safe – so where is it now?

According to his son, Geoffrey Dickens London flat and constituency home were both ransacked about the same time he gave the dossier to Brittan, but nothing was taken. Obviously *somebody* thought there must be another copy of the dossier, but apparently they didn’t find it. I wonder if it’s going to reappear soon?… I hope so!

I hope that the copy of the dossier does appear soon or did MI5/MI6 get it when they ransacked the place? Hopefully he will have left it with a law firm/solicitor who knows when to send it to the press, or someone completely trustworthy in the HoC – nah, that’s not going to happen so maybe it’s going to go to the police?
It sickens me that youngsters have been abused by people high up in Parliament and is covered up by the likes of MI5/MI6.
I hope all the rotten bastards are caught and shoved into a hole!

Dickens was clearly not a stupid or naive man, so I doubt that he would have left a copy in his office or home where it could be easily found, or at least not the only copy. I wonder if Leon Brittan and some other people are panicking right now about where it might be, and whether it’s going to appear in the hands of a journalist!

What everyone is missing is the use to which such information can be put to by the parliamentary political parties whips offices. In all probability, the information was passed to them first so that they could use it to control any troublesome MPs.
In the 1980s, I heard about David Steel – the Leader of the Liberal Party – using information he came into possession of to shut Cyril Smith up. Remember: at one time Smith appeared to be a real challenger for the position of Leader of the Liberal Party. He very publicly opposed any talk of merger with the then SDP.
Smith was a real thorn in the side of Steel – and then, suddenly, he fell absolutely silent overnight. He was nominated by Steel for a knighthood but, otherwise, that was the end of Smith’s rising political career.
I heard in the 1980s that Special Branch “accidentally” dropped some compromising photographs of Smith – with children – on Steel’s office desk in the House of Commons and “absent-mindedly” forgot to pick them up when they left.
After Steel opened up the envelope containing the compromising photographs, he lost no time in calling Smith into his office and threatening to go public with them. Smith reportedly came to a deal with Steel. The rest – as they say – is history.
To be honest, I cannot now say who told me this story or how true it is.
I can recall discussing Kinkoragate (referred to above) with Ken Livingstone on one occasion but I am very certain he was not the source of the Steel/Smith story.
I too was an avid reader of Lobster in the 1980s. I remember attending their first ever readers’ convention which took place during the Miners Strike – 30 years ago.

Why go to all that trouble and risk, then apparently do nothing further? Perhaps something was rapidly found with which to control him. If so, it was a nice result all round for those who prefer to keep lids on things.

The usual way of controlling troublesome MPs is to dangle the prospect of ministerial office in front of them. Whether or not Dickens was silenced in that way, I am not sure. Someone else will need to do the research on that.

Bear in mind that Heath lost power in 1974 – 40 years ago – and that scandal, involving “small boys”, was mentioned by his then chief whip. This sort of scandal has been going on for a long time, maybe even for centuries. The one good thing these days with the publicity surrounding Jimmy Savile and the prosecution of Rolf Harris suggest that such activities today could not happen now. Good !!!

The press are obviously in high dudgeon due to Leavesen and attempts to censor the press and are clearly gunning for all politicians whatever party they belong to.
I don’t think state secrecy is so sacrosanct any more.The remit of the Official Secrets Act does not run to anything like the same extent as it did in the past. I do believe that such appalling behaviour can no longer remain hidden as it did in the past.
The decline of deferentialism in our society makes it very much more difficult for people with power, whether political power, religious power, celebrity power – even press media power – to assume that their victims will remain silent indefinitely.

Well Geoffrey Dickens, Tory MP, apparently did copy his dossier, and the spare copy was kept safe in the hands of his wife, who after Mr Dickens’s death destroyed it, because it was “too toxic”…. I don’t understand what this being “too toxic” comment is supposed to mean, or whether she was afraid of the consequences of releasing it, or what. Whenever MI5 or MI6 are involved I would think that you have to move very cagily.

I agree that they could no longer happen with such impunity, but the reason is not that society in general (or even politicians!) has become intrinsically more principled and moral. It’s being driven by the increasing difficulty for the state to conceal information from the public. This is ‘The Information Age’ where there is a recording device in every pocket and the means to show it to the world in an instant. Whether this means that society is becoming less deferential to the state, or perhaps more inured to abuses by the state is debatable.
Whichever it is, many past and present crimes are coming to light, and I say bring them on!

I think it’s known by the ‘cognescenti’ that a copy still exists somewhere and that’s why this is still running.
The other point is that even if the dossier is gone, the people who were abused are mostly still alive and THAT is where the evidence to convict the Westminster paedophiles will come from……

The only people who will make these developments work is you and me, I understand the negativity of victims until they are actively involved having a say who is on the panel and who is not and refusing to participate unless this happens. Surviving victims and the relatives of those who have not will need to give the body their blessing if it is to have any hope of getting things moving forward to where they want to be, The panel will need to have its own site and blog about what it is doing with regular social media feeds and on going contact with the mainstream media. its focus must victim victim and victim and not be side tracked by what anyone else wants them to do. It must keep its focus on ensuring that where the police need to investigate that is the priority and keep an eye on progress. For a start the proposed Chair needs to tell the Home Secretary that the Inquiry will report as when it feels a report needs to be made. eg if anyone does not cooperate the panel must have the freedom to make public the l lack of cooperation giving the party the ability to explain themselves also in public. Victims should get their point over now to Ed Miliband and other sympathetic Members of parliament for PMQs on Wednesday

I’m afraid I have to mention something, though relatively minor in the whole scheme of things, came as a rather unsettling surprise. So, sad to report this but… until 2002 one of those on the supervisory board of the Haklyut Foundation was none other than Elizabeth Smith. Yup, that’s right; John Smith’s widow.
Also worth noting that in the eighties (’87?) Sir Brian Cubbon was, in spite of being as Tom describes a ‘civil servant’, a parliamentary private secretary, actually in the frame to head-up ‘5’. Rotten to the core, the whole fucking system.
