It’s one of those headlines so appalling it’s hard to believe it’s not satire.
But it’s not:
Transsexual and transgender people will no longer qualify for Russian driving licences
Of course, with Russians now bankrolling the Tory Party – can we expect to see this kind of thing in the Conservatives’ manifesto if they win the next election?

More bizarre legislation from Putin’s Russia, now fast becoming the land rationality forgot. It’s not just transgendered people, who are disqualified from driving, but also ‘fetishists, exhibitionists and voyeurs’, as well as ‘compulsive gamblers’ and kleptomaniacs. As the Russian Psychiatric Association itself has pointed out, few of the disorders mentioned in the new legislation actually affect the ability to drive. Indeed, some of the people I know, who would probably be discriminated against as compulsive thieves, were in their way very good drivers. I’ve heard tale of a particularly lightfingered duo, who managed to steal a pizza from the back of a pizza boy’s moped while driving.
Russia, and the former Soviet Union before, does indeed have an appallingly high number of road accidents, despite the fact that, at least under the Soviet Union, there was much less traffic on the roads. The roads themselves were smaller. I don’t know what they’re like now, but under the USSR the main roads were actually like our ‘A’ roads, rather than the motorways. Part of the problem was that they were very poorly maintained. Now I would have thought the solution would really be to start fixing the roads, toughen up the driving test, and start clamping down on dangerous driving.
Putin, on the other hand, seems to think that if he stops the transgendered, compulsive gamblers, kleptomaniacs and perverts from driving, the number of car accidents will somehow magically cease. I don’t see how, unless he thinks that the majority of car accidents in Russia are caused by gamblers, thieves, fetishists, exhibitionists and voyeurs doing what they do while driving, and not keeping their attention on the road. At least some of that seems highly unlikely. Is there even enough space in a Moskvitch to organise a peep show and strip club?

I don’t want to be guilty of racial stereotyping, but isn’t heavy alcohol consumption known to be the main cause of the high rate of early deaths in Russia? This suggests that drinking must be a major factor in the road accident statistics too, especially combined with the poor road conditions outlined by Beastrabban. Are the authorities taking any serious steps to tackle drink-driving in Russia?

The BBC article this is drawn from is misleading. Russia has not specifically banned transgender people from driving, it has a blanket ban on those who it deems “medically unfit”, which includes a large range of conditions. So this is not about “driving”, it’s about Russia’s vague and outdated definitions.
It was under Putin’s administration that homosexuality was removed from that vague list of definitions, so I really don’t think anyone could justifiably accuse him of being a bigot.
Bear in mind that homosexuality is still illegal in 12 states in America, so I really don’t think anyone has much cause to go pointing fingers at Russia.
