This is a natural consequence of the DWP’s policy of forcing unemployed people to apply for a rigid number of jobs each week (as per Claimant Contract). It is impossible for most people to find enough suitable jobs, so they are force to apply for jobs they consider not really suitable and do not want. Confronted with timewasters, employers often fail to grasp that many people are genuinely seeking work, but not the type of work they have just applied for. Employers may, or may not, understand the economic pressure which has caused claimants to make these vexatious applications, but it makes them reluctant to take applications from unemployed people seriously.
In the 1970s jobcentres were completely divorced from benefits in order to remove the stigma that attached to unemployment. That made them able to give a much better service to both employers and people seeking work than “jobcentre plus” (does the plus refer to added sanctions?) can today.
